Who We Are
GPE is a shared commitment to end the world's learning crisis. It is the only global partnership and fund dedicated entirely to helping children in lower-income countries get a quality education, so they can unlock their potential and contribute to building a better world. We bring together governments, teachers, civil society, donors, United Nations agencies, development banks, businesses and private foundations to transform education systems so that every girl and boy can have hope, opportunity and agency.

What We Do
GPE helps low- and lower-middle-income countries to build stronger education systems so that all children can get the education they need to thrive. We currently support nearly 90 countries where the needs are greatest and focus on reaching the children who are the most vulnerable, including girls, children with disabilities and those affected by extreme poverty or conflict. Our unique approach works. Since 2002, 160 million more children in GPE partner countries have set foot in classrooms for the first time, more than half of them girls. GPE is also the largest provider of education grants in the global COVID-19 response, providing partner countries with vital resources to ensure that learning can safely continue.

How We Work
Now, GPE is working to help governments transform their education systems to get the most vulnerable children in school, improve teaching and learning, and build equitable, inclusive and resilient education systems fit for the 21st century. Between 2020-2025, GPE will support transformative change in up to 90 countries and territories, which are home to 1 billion children. Transforming education is about creating lasting changes and achieving impact at scale. GPE sets out to deliver this transformative change by convening partners, mobilizing funds and catalyzing reforms to help partner countries accelerate access, learning outcomes and gender equality.

Raise Your Hand
In July 2021, the Global Education Summit put GPE firmly on the path to be fully-funded by 2025, by raising a record US $4 billion from donors for GPE's Raise Your Hand campaign. At the Summit, Heads of State and Government from partner countries made historic commitments to education financing and GPE also mobilized an unprecedented number of pledges from businesses, private foundations and development banks.
A fully funded GPE would support transformed education systems in up to 90 countries and territories, enable up to 175 million children to learn and help get 88 million more girls and boys in school by 2025. In the longer term, this investment could add $164 billion to economies in GPE partner countries, lift 18 million people out of poverty, and protect 2 million girls from early marriage.

Governance And Organizational Arrangements
The GPE Board of Directors includes ministerial-level board members and alternates representing 20 constituencies that reflect the Partnership's breadth. The Board Chair is HE President Jakaya Kikwete and the Board Vice Chair is Dr Susan Liautaud. The Board of Directors, with its three standing committees, provides policy and strategic oversight and approves or delegates funding decisions.
The GPE Secretariat, with 160 employees and hosted by the World Bank, is responsible for translating the policies and strategies set by the Board into practical support for partner countries, coordinating with diverse stakeholders and galvanizing global support for SDG4. The Secretariat's headquarters are in the World Bank's offices in Washington, D.C. and the European office is in Paris with a satellite office in Brussels and a support office in Chennai.

ABOUT THE TEAM

This position is currently located in the Results and Performance (R&P) Team of the Secretariat. R&P's responsibilities is to lead GPE2025 Monitoring, Evaluation, and Learning (MEL) framework and help the Partnership learn from evidence. The MEL Framework was approved by the Board in December 2020 and is being operationalized through a five-year MEL work program. However, as grant performance monitoring roles and responsibilities evolve, the position could be shifted to the grant operations team with related tasks also shifting to the grant operations team.

ABOUT THE JOB

This position will be based in Chennai.

Description
A key pillar of GPE's 2025 strategy is its Monitoring, Evaluation, and Learning program. This program focuses on strategic monitoring, evaluation and learning for accountability, transparency and fundraising. An important aspect of this strategy also pertains to rapid and agile learning from lessons of implementation and ongoing grant monitoring to inform how we work and support strategic decisions through GPE's governing bodies, including the Board and its Committees.

The data analyst will contribute to the successful delivery of Monitoring, Evaluation and Learning program under GPE 2025 and beyond as well as to grant performance monitoring. S/he will be responsible for several data-intensive tasks, including collecting, cleaning, aggregating and analyzing quantitative and qualitative data from variety of sources, including internal (e.g. GPE's grant program documents and grant approval and implementation processes) and external data (e.g. UNESCO institute for statistics). S/he will also contribute to the visualization of these data and production of reports and dashboard for use by GPE management, operational teams, and governance bodies. The examples of the data that will be processed by the data analyst include: coding of grants to understand the thematic areas supported by GPE grants, coding of the amount of grant financing allocated to each education thematic area supported in the grants, checking of grant performance data, aggregation of grant approval processing and implementation times, any other data tasks required for monitoring grant implementation and performance. S/he will also work with grant agents, as some data tasks shift to grant agents to help with training of grant agents, trouble-shooting data issues, and helping quality assure the data submitted by grant agents. Some of these data will be reported against the GPE2025 Results Framework indicators. The data analyst may also contribute to data analysis required for projections for the results during the next replenishment cycle.

The positions are currently staffed in the Results and Performance (R&P) team and reports to the R&P manager.

Duties And Accountabilities
The responsibilities of the data analyst will include:

  • Collecting data: gather relevant data from internal and external sources, including GPE's grant program documents, implementation and completion reports, data from UNESCO institute for statistics, World Bank DataBank and Organization for Economic Development and Cooperation, and education statistics produced by GPE's partner country governments. These will be used for results reporting, portfolio management, and assessing grant and compact progress, and analyses for the case for investment and other analytic work required by GPE

  • Data cleaning, quality assurance and database construction: Ensure that the data are accurate, coherent and complete, by checking them against the agreed methodologies. Put together the data from various sources to construct a database.

  • Data analysis: Analyze the data to determine the achievement against target, to understand the trend over time and causes of the trend, and project future numbers. The type of the analyses that the data analyst is expected to do is mainly descriptive in nature, but sometimes involves inferential statistics.

  • Data visualization: Create appropriate figures and tables that are fit for purpose. Contribute to dissemination of and learning from the data by preparing write-ups and powerpoint slides to summarize the findings from the analyses. Create dashboards that are user friendly and support operational and management understanding and decisions.

Selection Criteria

Education
Master's degree in education, social science, public policy, economics, or other relevant field of study.

Experience
5 years of experience or equivalent combination of education and experience.

Competencies

Quantitative & Qualitative Research and Analysis for MEL - Experience in data analysis and processing for the purpose of monitoring, evaluation and performance measurement. Strong quantitative research skills. Ability to process, organize, monitor and analyze large volumes of information and data. Advance level of Microsoft excels. Experience working on PowerBI and STATA are a plus. Good knowledge of statistical and econometric techniques. Ability to communicate data, evidence and implications succinctly.

Foundational knowledge in education and development - Knowledge and/or experience in the following GPE focus areas: learning, girls' education, inclusive education, teacher development, education finance, education planning and management, education in fragile contexts, other areas relevant to work of GPE.

Collaboration & Teamwork - Actively collaborates with others and models and open, helpful disposition. Acts as a teammate, proactively stepping in to support colleagues as needed. Recognizes and values the role of each team in delivering on GPE's mission. Approaches challenges and obstacles as shared challenges to be overcome.
